Is it possible me to prepay for an annual account when the user, a family member, lives in their own home, in the same city and utilizes there own computer and phone line? In other words, can I give a copper.net internet account as a gift.

Yes, you may give Copper.net as a gift. You may send in a check or money order with your recipients name and email address in the memo part of the check or enclose a note with this information.
